A frozen object rather than a TS enum, for the same reason as
KernelErrorCode in errors.ts: an enum compiles to a runtime IIFE that no
bundler can drop, so all four member names ship in the browser kernel even
though every read is a constant. As a plain object the reads inline to their
string values and the table itself is tree-shaken away.
The companion type alias keeps PreloadPriority usable in type position.
