Creates a Rollup plugin for Module Federation

This plugin enables sharing modules between separate JavaScript applications at runtime. It implements the Module Federation pattern to allow for dynamic code splitting and sharing across independent builds.

The plugin is responsible for:

1. Collecting information about shared modules and their importers
2. Generating the federation.json file with information about federated modules
3. Generating the container entry code
4. Generating the container runtime code
